On Dec. 18, 2010 in Astana (Kazakhstan) the National Agency for Export and Investment «Kaznex Invest», the company KazBusiness-Cosnsulting and the Association of Electronic Trading Platforms (AETP) (Russia) organized a joint seminar on promotion of Kazakhstan’s exports to the international electronic trading platforms.

This was the title of Russian Innovation Forum on Dec. 13-14 in Moscow. In spring 2009 Russian President Dmitry Medvedev gave start to the process of modernization and innovation development of the country. A year passed, and, according to organizers of the forum, we can summarize the initial results of motion to a new economy, evaluate the development of individual projects and agree on new guidelines for joint action of government, business and regions.

Another training seminar «Current requirements for conducting electronic auctions: theory and practice of implementation. Key innovations in state and municipal orders» was held in Murmansk in December 6-7. It was organized by the Association of Electronic Trading Platforms (AETP) with the support of the all-Russian Non-governmental Organization of Small and Medium Business «OPORA RUSSIA» and Russian Federal Antimonopoly Service (FAS Russia). Participants think that this event is one of the conditions for successful participation in the electronic auction.

Towards the Information Society

The 3rd Interregional Conference «Infoforum-POVOLZHIE: the modernization of the regional management of the Volga Region and the problem of information security» was held in the Government building in Penza in Dec. 2, 2010.

Opening the event the governor of the Penza Region Vasily Bochkarev noted that despite the budget deficit the leadership in the region still finds the means to introduce modern information technologies in education, health service and other sectors of the economy. For example, every teacher in 2010 will have personal laptop. Moreover, a new textbook on information sciences is being created in Penza. «We see computer science as an information science, as it is common in Israel. We set ourselves the task to retrain and certify each teacher, using the experience of Israel as the be», — said the head of the region. In addition, at the end of this year the government of Penza will complete the project of creation of a center in each municipality to provide public services or, in other words, a «single window».
