The first conference on electronic procurement took place on June 26 in Brussels. The event was organized by the European Parliament in cooperation with the European Commission.

The aim of the conference was to show the representatives of commercial organizations and government agencies from different countries the benefits of electronic procurement.

We should note that PEPPOL (Pan-European public procurement on-line) has the leading role in creating European public procurement system. This pan-European project, which began in 2008, took place in the development and implementation of universally valid standards of technology to align business processes and the use of e-procurement tools in all European countries. A promising goal of this activity is the integration of individual markets into a single e-economy.

June 28 there was the III Annual Conference «Public services: e-government» in Moscow. The agenda also included a question about the upcoming changes in the field of e-procurement.

From July 1, 2012 the federal law № 210-FZ about public services in electronic form will come into force. «Getting public and municipal services has always been connected with going to different organizations and collecting necessary documents. First, there was a fairly common situation in which during this process certain information may already go out of date. № 210-FZ will radically change this situation for the better. In particular, the law provides a penalty of an administrative fine for failure to submit all necessary documents within 5 days,» said Nikolai Nikiforov, Minister of Communications of the Russian Federation.

«TenderStandart» meets all standards

On the 18th of June electronic trading platform «TenderStandart» (trade operator LLC «TenderStandart») successfully passed the accreditation of the Ministry of Economic Development of Russia (see the extract from the record of the meeting of the Ministry of Economic Development from 18.06.2012).

Electronic trading platform «TenderStandart» is compliant with the requirements of electronic platforms and their operators for open tenders in electronic form on the sale of property (business) by debtors in the procedures used in the bankruptcy case approved by the Order number 54 of the Ministry of Economic Development of Russia from February 15, 2010.

Access to the electronic platform is open through the web site www.tenderstandart.ru.

AETP presents a pilot number of the magazine “Citizen.Seldon”. The new monthly publication is dedicated to the world commerce, its participants, their interests and projects both in e-space and beyond.

Electronic magazine “Citizen.Seldon” is a fundamentally new information product which focuses on the supply of proven and balanced information regarding electronic bidding, electronic signature, data protection and cross-border implementation. Meanwhile, the founders of the magazine are paying attention not only to the technologies and techniques, but also their creators, users and a wide range of experts and professionals. The main topics this year will be: the Federal Law № 223-FZ “On procurement of goods, works and services of certain types of legal entities”, the reform of public order and the adoption of the FCS, the 10th anniversary of EDS in Russia. The magazine will also show social and cultural projects which are implemented by AETP partners and members. The magazine is designed for extremely wide audience of readers.
